चरण 1: मापदण्ड समझें।
किसी क्षेत्र के शहरी होने का मूल संकेतक लोगों का घनत्व है—कम क्षेत्र में अधिक जनसमूह का केन्द्रित होना। भारत की जनगणना के शहरी मानदण्डों में न्यूनतम जनसंख्या (5000), न्यूनतम जनसंख्या घनत्व (400 व्यक्ति/किमी ) और ग़ैर-कृषि में उच्च कार्य-सग्रह (≥75% पुरुष कार्यकर्ता) तीनों शामिल हैं, पर घनत्व प्रत्यक्ष रूप से शहरी स्वरूप और नगरीकरण की तीव्रता को दर्शाता है।
चरण 2: विकल्पों का मूल्यांकन।
(1) केवल जनसंख्या संख्या से शहरीपन नहीं आँका जा सकता—बड़ा लेकिन फैला हुआ क्षेत्र ग्रामीण भी हो सकता है।
(3) उद्योग नगरीकरण को बढ़ावा देते हैं, पर यह कारक है, माप का मुख्य पैमाना नहीं।
(2) जनसंख्या घनत्व सीधे-सीधे एकाग्रता/कन्सन्ट्रेशन बताता है—इसलिए इसे प्रमुख पैमाने के रूप में स्वीकार किया जाता है।
निष्कर्ष: नगरीकरण की तीव्रता आँकने के लिए सबसे प्रमुख पैमाना जनसंख्या घनत्व है।
